This fee is a critical part of our adoption process and reflects the extensive time, care, and expertise we invest in every potential placement…

💳 Purpose & Application of the Fee This $200 fee is:

• A non-refundable portion of the total adoption package cost
• Applied toward the comprehensive administrative work involved in your adoption journey
• Retained by WTL permanently and unequivocally, regardless of outcome
  WTL reserves the right to retain this fee for any sound reason, including but not limited to:
• PAA’s unreasonable cause for disagreement with the terms of the WTL well proven mutually fair & legal comprehensive Pug Adoption Agreement
• Discovery of fraudulent or misleading information
• Applicant or their preferred veterinarian’s unwillingness to generally align with WTL’s recommended PPID Protocol or Spay/Neuter Guidelines, which are primarily based on current standards set by the American Animal Hospital Association (AAHA) and the American Veterinary Medical Association (AVMA)
• Applicant’s refusal to agree to the terms of WTL’s comprehensive, legally sound, and mutually fair Pug Adoption Agreement
• Unacceptable cases of buyer’s remorse
• WTL’s commitment to ethical breeding and lifelong care means we cannot afford to invest time and resources in applicants who are not fully aligned with our values and protocols. 🧬[8] Understanding WTL’s well learned recommended PPID Protocols & standard Spay/Neuter Guidelines: As part of our commitment to responsible, breed-specific care, WTL provides every Pug Adoptive Applicant (PAA) with access to our thoroughly researched and experience-based PPID Protocols and Spay/Neuter Guidelines via our website… These protocols are not arbitrary—they are highly proprietary and reflect years of hands-on experience, veterinary collaboration, and general alignment with the most current standards set by the American Animal Hospital Association (AAHA) and the American Veterinary Medical Association (AVMA), with a general preference to Holistic care whenever it presents the most appropriate alternatives…

📚 PPID Protocols: A Modern, Minimalist Approach to Preventative Care: WTL’s PPID (Parasite Prevention, Inoculations, and De-Worming) philosophy centers on Pug owner education, hygiene, and clinical necessity... Our approach is designed to:

• Educate the PAO and their family on proper Pug-specific health care
• Promote hygiene to Pugs and owners as well as abstinence from common sources of Pug disease and parasites
• Administer only the core virus vaccinations recommended by AAHA and AVMA
• Establish a regimented schedule of preventative veterinary checkups and blood tests
  This protocol intentionally minimizes the use of non-core virus inoculations and chemical parasite preventatives, many of which are controversial and often unnecessary. These substances—sometimes referred to as “killer drugs” in veterinary circles—are only recommended when a clinical need is identified by the PAO’s chosen Doctor of Veterinary Medicine (DVM).

✂️ Spay/Neuter Guidelines: Timing Matters: WTL’s Spay/Neuter Guidelines are based on breed-specific research and beneficial long-term health outcomes... For example, for a Pug born on December 4, 2019, the recommended spay/neuter window would be:

• Acceptable Range: September 4, 2019 – June 4, 2020 (9 to 18 months of age)
• Preferred Range: December 4, 2019 – March 4, 2020 (12 to 15 months of age), ideally after the first estrus in females. Upon the PAO’s private DVM’s discretion, unless the DVM presents a legitimate Health concern for Pug’s Health benefit, to not spay/neuter, or requests for legitimate clinical reason, a later date change alteration in writing. WTL will then either approve of the preclusion or date change alteration back in writing, or possibly opt further discussion with the DVM prior to approval
• Early spay/neuter (before 9 months) is not acceptable unless there is a legitimate clinical reason or a suspected health threat identified by the DVM. In cases of emergency, treatment decisions are to be made solely between the PAO and their DVM. The two parties are to then determine the best treatment plan & administer such treatment immediately upon discretion of the DVM. WTL shall be notified in DVM’s writing, a brief report, cause of the event, along with end results, and DVM’s endorsement, at the (PAO’s Responsibility), WTL must be notified in writing within 7 days of the event,

⚠️ Why Timing Is Critical: Modern veterinary research has shown that spaying or neutering too early can lead to serious long-term health issues, including:

Hormonal underdevelopment and lifelong endocrine disorders

• Increased risk of incontinence, immune deficiencies, and hip dysplasia
• Higher incidence of bone cancer, ligament injuries, and abnormal bone growth
• Behavioral challenges such as aggression, noise phobias, and fear responses
• Greater likelihood of adverse reactions to anesthesia, NSAIDs, and antibiotics
  Spay/neuter is essential to prevent unwanted pregnancies and reproductive diseases, but timing and clinical discretion matter deeply.

🗣️ Collaboration with Your Veterinarian: Once the PAA has reviewed and familiarized WTL’s PPID and Spay/Neuter materials, it is mandatory to:

• Share and discuss these protocols with your current DVM along with the impacts of Geographical location
• Especially review the “gray area” of non-core protocols, where veterinary opinions may vary
  WTL will provide a PDF version of the WTL recommended “PPID Protocol” & the Spay/Neuter Guidelines via email for this purpose. If questions arise, WTL strongly encourages a two- or three-way telephone conference between the PAA, WTL, and the DVM engaging all the parties educated input, practice & experience to ensure mutual understanding and case-specific planning. This is to be orchestrated by the PAA
• If afterwards the Pug Adoptive Applicant agrees generally with the WTL approach and the intended DVM fundamentally disagrees with WTL’s approach, and you wish to explore alternatives, WTL can refer you to modern, breed-aware veterinarians throughout the Northeastern United States who are familiar with and supportive of our protocols
• WTL has several already established relationships  throughout the North East United States with certain DVM’S that generally share the WTL PPID approach, which we can refer the PAA to in order for your further one on one discussion and advice accordingly…

🛡️ WTL’s Ethical Commitment: WTL invests hundreds of hours into breeding, weaning, and raising each Pug puppy to ensure they are healthy, emotionally stable, and ready for lifelong companionship… We do not undertake this work only to see our puppies subjected to unnecessary chemical interventions when safe, industry-recognized alternatives exist…
We ask every applicant to do their own diligence. If you generally agree with WTL’s modern, minimalist PPID approach and our spay/neuter timing guidelines, we will proceed to the next step. If you feel overwhelmed or uncertain, we are happy to schedule additional phone conferences for further explanation…

📌 Final Notes on Authority & Ownership:

• All PPID and spay/neuter decisions—except for rabies inoculations, which are governed by law—are at the sole discretion of the final Pug owner, unless a clinical concern is identified by the DVM
• The DVM’s role is to educate and advise, not to dictate. WTL recommends seeking a second opinion. Often the DVM’s practices may not even be Breed specific. If a DVM ever attempts to force you to follow their standard practice with out clinical cause, WTL recommends seeking a new Vet
• WTL retains primary ownership of all Pug puppies until 12–18 months of age, pending fulfillment of the spay/neuter agreement. During this period, WTL maintains authority over the puppy’s preventative care protocols, unless overridden by a legitimate veterinary clinical health concern

• Adoptions within one hour of WTL’s location are free of delivery fees, within WTL’s available travel schedule
• Beyond one hour, delivery is charged at $1.00 per mile
  Once all options are finalized, your total Adoption Package Fee will be calculated and mutually agreed upon.

🔐 Confidentiality & Contract Adjustments: All information submitted in your Pug Adoption Application is kept strictly confidential and used solely to determine your eligibility and match suitability...

🐶 Breeding, Whelping & Weaning:

ICU-Level Care In Our “Kids Glove” Nursery From conception to adoption, WTL provides hospital-grade care for both the Dam and her litter:

• The Dam receives:
• 🩺 Pre-breeding and pre-whelping veterinary exams
• 🩻 Post-whelping safety x-rays and follow-up exams
• 🛏️ Private, segregated indoor and semi-heated outdoor potty/exercise areas
• 🧘‍♀️ Isolation from other animals during late pregnancy through 60–90 days post-whelping to protect her fragile postnatal uterus
• The litter receives:
• 🍼 Assisted nursing and bottle feeding as needed
• 🧬 Weaning through nutritional, hydration, social, and physical growth stages
• 💉 Veterinary exams and inoculations, including:
• First DAPPv shot at ~8 weeks
• Second DAPPv shot at 12 weeks
• Third DAPPv shot at 16 weeks
• Final puppy shot at 68 weeks
• Booster regimen every 3 years thereafter (as recommended by Cornell University mentors)

To protect our fragile young pups from disease and stress:

• ❌ No non-caregiving humans or outside animals are allowed in the Nursery
• 👨‍👩‍👧‍👦 Only WTL caretaker family members may handle puppies during their first 12–16 weeks
• 👨‍👩‍👧‍👦 Only WTL caretaker family members may handle our Dams
• 🏥 Our Nursery is treated like a Hospital ICU, under 24/7/365 surveillance and care
  This protocol prevents exposure to deadly viruses such as Parvovirus, which can be transmitted via saliva, urine, feces, airborne particles, and even human clothing or shoes.

SAMPLE: PUPPY PRE-ADOPTION CONTRACT INSTALLMENT PAYMENT PLAN

Below is a sample payment schedule, which begins once both parties agree to begin the potential adoption process… All pre-adoption payments are submitted on our web site tab: “MAKE A PAYMENT”

1) Once a mutual interest has been established and the adoption process has begun in earnest, WTL requires an initial $200 Due Diligence & Administrative Application Processing Fee, which goes towards the total Adoption Package Fee… This fee is a critical part of our adoption process and reflects the extensive time, care, and expertise we invest in every potential placement…

• Once WTL receives the initial $200 Administrative Fee, we formally initiate the next phase of your adoption journey: the establishment of a “Pending” mutually fair & legal Pug Pre-Adoption Agreement while we perform our due diligence on processing your Adoption Application

2) Once your Pug adoption has been officially approved, WTL initiates the final documentation phase… This includes the preparation and delivery of your Proprietary Pug Health Care Guide and all other Health Care & Legal Documents, designed to ensure transparency, preparedness, and lifelong support…

• It carries a one-time, non-refundable fee of $200, which is also already included in your total Pug Adoption Package Fee

3) Once you’ve completed your specific Pug Puppy Criteria Discussions with WTL, and have reviewed available case-specific puppies under the “PUGS GALLERY” tab on our website, you are now invited to make your final already whelped puppy selection, or submit your preferred criteria for a future puppy in the case of a Pre-Adoption Contract Agreement…

• 🔒 Exclusive Puppy Hold Fee: To secure your chosen puppy—or reserve a guaranteed spot for a yet unborn puppy—WTL requires a non–refundable $1,200 “Exclusive Puppy Hold” Fee, which is also the first installment towards your actual Adoption Package Base Puppy’s Adoption Fee
• Refunds on the Exclusive Puppy Hold Fee: Only in the rare event that your requested puppy (e.g., a female) is not born in the expected litter, or In the highly unlikely event that your selected puppy becomes unavailable due to unforeseen health circumstances between the contract date and the adoption/possession date

4) Within (10) days pre whelping the Optional Photo Gallery Fee of $245.00 if chosen, is now due and completely 100% Non-Refundable, other than if your preferred puppy criteria or other acceptable criteria was not whelped, and you decide to terminate your adoption contract and optional pic gallery…../

5) Appx (30) days after your initial Adoption Package Base Puppy’s Adoption Fee, or after your pre-adopt Puppy has now Whelped, pictures presented, & Puppy picked out (normally 5-7 days after birth, a second installment % is due to bring the Base Puppy’s Adoption Fee deposits to date at 50% of the total Fee…

6) Appx (45) days after your initial Admin Fee, or appx 6 weeks into the process, all open Fees for options are now due, such as Optional Care Kit, Travel Fees, etc…

7) Appx (60) days after your initial Admin Fee, or appx 8 weeks into the process, all NYS Sales Tax Fees are due for the entire Adoption Package…

8) Once the Puppy is fully weaned, readied for adoption, and the actual adoption time/place are finalized, or at the Puppy’s appx age of 8-10 weeks, the Final Adoption Package Base Puppy’s Adoption Fee which now remains unpaid at appx 50%, is due via the above wire options up until anytime 48 hours prior to the actual adoption… Alternatively, the final fee can be remitted at the actual adoption, however now in cash only…

The Installment fees are all once again placed right on our site under the browser tab “MAKE A PAYMENT” through the mutual security & convenience of Google pay or Zelle, by use of any major credit card… Your installments & guaranteed satisfactory Pug Adoption are secured by Google Pay’s & Zelle’s standard Buyer/Seller Policy…../
